"The goal of Artifacts is fun through engaging, alternative playstyles. Artifact were never meant to be suitable for all builds. They were made to support alternative playstyles as devs say. The balance of artifact can be questioned, but their purpose is very clear. Making them the "be-all, end-all" of every build they can be slapped on is not a good thing, and counters their whole purpose.

This kind of system already exists in other games (Mythics in ESO, Exotics in Destiny 2 and The Division 2) to balance garbage builds or simply add some QoL to them through unique effects.

To unlock all the missing perks complete Artifact: The Frozen (IG has the wrong name in this quest).

I'm not agree will all these comment. Wind Chill is a good spell in PVE and PVP, For PVP it makes a lot of damage : 500 - 600 "dot" every 0.2 sec and push. when you have a melee against you its cool. my winrate 1v1 spear/SNS/GS/GA are positive with this spell.

For PVE if you are good optimised every 0.2 sec its 1k2-1k6 damage.

Chilling end is a good perk too because with ultimate chill you got 25% increase damage, and you add 15% here. I play with ice stom so my ennemies are allways rooted/frozen

refreshing moove, why not... I prefered ice attunement but if you play Ice gauntlet like me (1st weapon) its ok.

Wind chill is a good skill/perk. This artifact is meant for fun and not meant for the (current) meta.

wind chill is very good in small scale/1v1s.

would love to know, why thwarting strikes isnt allowed for ig.. works on fs (meteor shower)/ vg ( 300con ), but not for wind chill/ig..

They should move out Unbroken Winds from fixed perks to optional perk bucket (alongside other IG weapon perks) and add something generally useful like Frost Attunement / Shirking Frost instead of it in fixed bucket. This way, people who want to play Wind Chill or Unbroken Winds can still get it via crafting and people who don't can get other fitting for them perk instead.

Worst Artifact in game! Im an IG user and its so useless I have to now find another weapon to use. I like how bow gets 20% damage, a stun, and choice of weapon perk if desired. IG gets 15% damage sometimes and forced to take unbroken winds. I really hope they completely retool this artifact before it goes live.

How does “on both weapons” help? Frozen, chilled, root only last a couple seconds or less By the time you swap weapons its over.

Maybe give it a root on crit with like a 12s cd (ice spike could use another way to root). and let us pick a weapon perk if desired. Something / anything that an IG player can use!

ps. If they want to make Wind Chill viable don’t make it count as persistent damage. Make more like a blunderbuss shot with a blast of ice pellets. some pellets can crit. It can be used with lifesteal. And isn’t channeled. Etc. (Or at least add a knockdown to it. frontal aoe knockdown could be interesting)
