Can confirm it dropped from Cael around 30mins

Since the new 1.10 patch, arcanist boots (the other+2 arcane crafted item shoes) now drop in the central myrkgard area, "Upper Harrow". There is one named priest there who will most likely be the easiest way to farm these shoes now. Also, the latest patch added crafting gear to elite chests as well. So now the one elite chest in Stranglepitch Road (underneath the tentacle and orichalcum node) should have a chance to drop these shoes.
This area shares a crafting loot table with the tier V Tanner Gloves and Tanner Shoes. So if you see one of these drops then you know the Concocter shoes can drop as well since you'll have a 1/3rd chance of getting one of these.
Luck doesn't seem to affect the droprate of these. At least for elite chests and named elite mobs since these loottables have the Lucksafe tag. Not sure about the normal mobs
All this information was found on the nwdb discord with the shared loot table dumps. This isn't verified but seems to line up with how other loot tables are functioning.

Luck doesn't affect this drop? How can you be sure of this? Please provide evidence if you're making any claims here.
I'm assuming you meant you got this without having any luck gear on and assumed it's doesn't affect the drop rate but that doesn't prove the case. Having extra luck could increase the drop chance of this item.

Also got it from Stranglepitch Road. Took me around 10 mobs (~2mins).

I spent about 15 hours killing mobs in Stranglepitch Road with 38% luck on my gear. I did not loot the Concoctor's Shoes. I looted 3 other epics that are listed on the loot tables for Stranglepitch Road, so I am going to assume concoctor's shoes can drop and are just very rare. I will keep farming and update if I ever find them.

Any confirmation this is only stranglepitch rd? Also wondering if only 1 chest in strangle pitch? I see stock pile on DB but only ancient chest in game

Got Concocter's Shoes on first drop. 28.8% luck from gear & pristine pearls, no trophies or food, Pvp enabled, so 38.8% luck total. 2 minute respawn as already stated. Killed him 43 times. 5 Shoes, 3 Voidroot, 2 Herald's Signal Fire, 1 Calm of Cael, 1 Runic Thread.
