I probably got lucky, but this one dropped really fast for me (within 15 minutes).
I recommend the Grenville area west of Windsward. There's a triangle of unique lost creatures you can cycle through.
Grenville gravestone - Spawns the 3 Grenville ghosts 1 at a time as you click.
Finnegan the Fallen - NE of the gravestone.
Head Scout Maddix - NW of the gravestone.
I'd say the gravestone is the best bet, then just clear lost in the area and bounce between the other unique creatures while the gravestone is on cooldown.
I don't know the timer, but it's probably 5 minutes or less.
