Just adding some detail that could be completely wrong.
Either this item is new or it is win/arena time played base.
I just recently passed 300 Arena wins and just had two of these drop. Never had them drop before. Also have never had the crossed swords item drop.
Could be based on the number of wins you have, or just completely RNG.
