Respawn timer is about 40 seconds. You need to kill Wabbles the pig for this dude to roll up.
He drops all the T3 gathering equipment, so a good source to farm those transmogs!

At the time of this comment, max luck gives you the best odds to hit the gathering gear table.

30-40 sec spawn rate...

Lots of craft mods (Physical Aversion included) can be droped easily. Also couple of Music Notes can be dropped in 3 attempts easily.

Sadly even after dozens of try no gathering gear but I had only 1 gear of luck. Still good for early game. Also great place for weapon XP.
